There is an old story that says you cannot kill a frog by dropping him into boiling water because he reacts so quickly to the sudden heat that he'd jump out before he's hurt. But if you put him into cold water and then gradually warm it, he never decides to jump until it's too late

People are the same when you suddenly take away their freedom --- they'll revolt. But erode it away and they'll never notice it.
